Cornerback Rasul Douglas, whose production took a notable downturn in 2024, has stayed unsigned despite receiving offers—including one reportedly from the Miami Dolphins. Douglas failed to record an interception last season and allowed opponents to complete 72.9% of passes thrown his way. Rather than re-signing Douglas to fill their CB2 role, Buffalo opted to bring in Tre’Davious White and Dane Jackson and selected Kentucky standout Maxwell Hairston in the first round of the NFL Draft.

Wide receiver Amari Cooper has drawn little interest after a season in which he struggled to create separation and totaled just 20 catches for 297 yards. Although he contributed a few highlight plays, the Bills decided to move on, signing Joshua Palmer early in free agency and adding Elijah Moore later to deepen their receiver corps.
Gabriel Davis Could Be an Outside Option for Buffalo
While Douglas and Cooper seem destined to land elsewhere, there remains a remote chance Gabriel Davis could return to Buffalo. The Bills’ 2020 fourth-round pick was released by the Jacksonville Jaguars after only one season of a three-year contract. Although the addition of Elijah Moore has reduced the Bills’ need for another veteran wideout, Davis’s chemistry with Josh Allen and history of big-play ability make him an intriguing option to revisit.

All three players appeared on NFL Media’s Gregg Rosenthal’s Top 101 Free Agents of 2025. Amari Cooper is the highest-ranked unsigned player, coming in at No. 11 overall. Douglas ranks No. 80, while Davis slots in at No. 93. Only Asante Samuel Jr. (No. 21) and Stephon Gilmore (No. 78) are higher-ranked available cornerbacks than Douglas.
Given their experience and track records, it would be surprising if any of the three failed to secure a roster spot somewhere in the league this season. However, it would be equally surprising to see any of them back in a Bills uniform.
